The CIC Tuition Exchange Program (CIC-TEP) is a network of nonprofit independent colleges, universities and higher education affiliations who accept full-time employees, their spouses, and their dependents as students, tuition-free. Nearly 420 colleges and universities from 48 states and five countries participate in the CIC-TEP program. Each participating institution agrees to import at least three students on the same admission basis as they accept all other students, without regard to the number of students it exports. The CIC-TEP benefit covers the full cost of tuition for students at all participating institutions.
Many CIC-TEP institutions are also Tuition Exchange (TE) schools. If you submit your TE EZ-Application to a CIC-TEP institution and you meet the eligibility requirements, the Import School will consider you for a CIC-TEP Scholarship or a TE Scholarship. Students do not need to submit an additional application to be considered for both scholarship programs. If a school participates in TE and CIC-TEP, the Import School determines which scholarship (TE or CIC-TEP) will be offered.
Questions about the CIC Tuition Exchange Program should be directed to benefits@rider.edu.
Taxability
The CIC-TEP benefit itself is not taxable. Please contact your tax advisor for details on what is taxable.

Eligibility by Employee Group
Who is eligible for the benefit?
CIC–TEP may be used by any full-time employee at a participating institution. This approach is nondiscriminatory and in compliance with IRS Regulations. Eligible applicants are dependents (as defined by the IRS), spouses, or full-time employees. Graduate study is limited to employees and spouses. Employees should contact the CIC–TEP liaison at their institution to inquire about a waiting period for new employees.
Student applicants must be admissible, in accordance with regular institutional admission standards and must comply with all the Import School’s financial aid policies and procedures. Applicants must maintain good academic standing and satisfactory academic progress in accordance with each institution’s criteria.
Are CIC-TEP Scholarships available for graduate/professional study?
Yes, however, students are only eligible for eight semesters of CIC-TEP. Additionally, only full-time employees and their spouses can use CIC-TEP for graduate level programming. Dependents are only able to use CIC-TEP for undergraduate programs. Offering a CIC-TEP scholarship for graduate study is at the discretion of the institution.
How to Apply
The CIC-TEP (Council for Independent College’s) Tuition Exchange Program will begin using the TE EZ-Application starting with the 2027-2028 award cycle, which launched July 1, 2026.
- First-time applicants should complete the TE online at .
- Following the application approval by Rider, recipients of the available TE slots must be ready to apply immediately for admission (if they have not already done so) to one or more schools of interest (CIC-TEP recommends 2-4 to avoid disappointment).
Deadlines
Submission Deadlines
The application process begins in September for students entering the following September.
When does the application cycle begin?
The TE EZ-Application opens on July 1 for students wishing to enroll the following academic year. For example, the TE EZ-Application opened on July 1, 2026 for students seeking Tuition Exchange scholarships starting Fall 2027 or Spring 2028.
If I get a TE Scholarship, is there a specific date by which I need to accept it?
Schools may request a response by a certain date, but you do not need to submit your deposit or finalize your decision prior to May 1. If you do not plan to accept your TE Scholarship, please be kind and share that news with the Import School as soon as you can so they can offer the scholarship to another student.
